The Ministry of Labour, Invalids and Social Affairs of Vietnam is a Governmental Agency performing the State management function on employment, vocational training, labour, salary, social insurance (compulsory social insurance, voluntary social insurance and unemployment insurance), occupational safety and health, the people with special contribution to the country, social protection, children protection & care, gender equality, social evil prevention nationwide. The Ministry is also responsible for State management of public services under its purview.

Federal Ministry of Economic Cooperation and Development – Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ)

The Federal Ministry for Economic Cooperation and Development (BMZ) determines the guidelines and fundamental concepts for German development policy. Based on this, cooperation projects and programmes are jointly developed with partner countries and international organisations. In the Coalition Agreement between the parties that constitute the present German government, education, health, rural development, good governance and sustainable economic development are noted as priority areas of German development policy. The guiding principle in all Germany’s cooperation efforts is protecting human rights and strengthening ownership and self-help in developing countries.

Programme Reform of TVET in Viet Nam

The programme improves the relevance and quality of TVET in Vietnam on the one hand by supporting Vietnamese partners on TVET policy level with system advisory and capacity building. Focal topics are TVET standard development and practice-oriented training following the demands of the industry. On the other hand, selected TVET institutes are supported in modernization of training offers according to the demand of employers, further training of teachers, instructors as well as of management staff. Also cooperative forms of TVET delivery are piloted, for instance in the frame of PPP. These experiences are fed back into policy advisory of the programme, benefitting national TVET reform in Vietnam.
